1. The possible consequences of the conclusion of the Transatlantic Trade and Investment Partnership (TTIP) for the Russian economy

The aim of the research is to analyze the current state of negotiations on the agreement of Transatlantic Trade and Investment Partnership, prospects for their completion, possible consequences of signing the agreement on economy of Russian Federation and economies of EEU member states. The prospects of cooperation of Russia with the countries – potential participants of the agreement (the US and the EU) are analyzed as well. The results of the analysis to be used for the preparation of further actions of Russia in the Context of TTIP formation.

Objectives of the research are:

Analysis of the current state of the negotiation process on the TTIP agreement, the main issues and respective possible solutions, analysis of the integration potential within the TTIP.

Identification of the reasons for the establishment of TTIP, its objectives and fundamental principles.

Identification of existing barriers, contradictions and trade conflicts that prevent the completion of the negotiations on TTIP.

Economic and legal analysis of the provisions of TTIP: determination of the possible scenarios for the completion of the negotiations on TTIP.

Analysis of the effects of the establishment of TTIP.

Analysis of the TTIP’s effects on the multilateral trade system.

Identification of reasonable and feasible forms of cooperation of Russia with the participants of the TTIP with respect to the interests of Russian Federation.

2. Evaluation of the feasibility of conclusion of Agreements on Free Trade (FTA) by EEU (Eurasian Economic Union) member states with their respective trade partners from the point of view of Russian Federation and its interests.

The aim of this work is to assess the feasibility of an FTA conclusion by member States of the Eurasian Economic Union with their trade partners from a position of interests of the Russian Federation and the subsequent elaboration of recommendations in relation to the possible format of such agreements in respect of each individual country.

Methodology of the research was also based on the analysis of the FTAs’ effects by the means of CGE (Computable general equilibrium) models (modelling of the several scenarios).

3. Elaboration of methodology on the "public interest" analysis under the special protective, antidumping and countervailing investigations in accordance to section VII of the Protocol on application of special protective, antidumping and countervailing measures against third countries

The aim of the research is to develop methodology for the analysis (and inclusion) of "public interest" under the special protective, antidumping and countervailing investigations in accordance with section VII of the Protocol.

The main objectives of the research are:

- examination and analysis of the rules and regulations of the World Trade Organization (WTO), the legal base of the Eurasian economic Union, the United States, the European Union, Canada, Australia and other WTO members on the topic of application of special protective, antidumping and countervailing measures in relation to "public interest" and analysis of their experience on its use;

- elaboration (based on the results of analysis) of the methodology on "public interest" analysis under the special protective, antidumping and countervailing investigations, that also includes a list of the typical questions (questionnaires) sent to the stakeholders for the purpose of the analysis of "public interest", development of the recommendations on the analysis of the responses, recommendations on the preparation of final statements by the authorities conducting the investigation on the damage and injury analysis for the member States.

4. Elaboration of methodology for determination of "special situation on the market of the exporting country" within the framework of antidumping investigations in accordance to the paragraph 45 of the Protocol on application of special protective, antidumping and countervailing measures against third countries


5. Elaboration of teaching materials on the topic "Competition law in the Eurasian Economic Union" (1st stage)

6. Elaboration of methodology on the analysis of the efficiency of public regulation and support measures in the sphere of agriculture and agro-industrial business of EEU (Eurasian Economic Union) member states for the purpose of the efficiency improvement of these measures.

The aim of the research is to develop the methodology on the analysis of the efficiency of public regulation and support measures in the sphere of agriculture and agro-industrial business of the EEU member states.

Main objectives of the research are:

- comparative analysis of public regulation and support measures in agricultural and food markets of EEU member States (aggregated and detailed market level), analysis of international experience in regulation of these markets (North America, EU, China, India, Brazil);

- elaboration of methodology on the assessment of the efficiency of public regulation and support measures in food and agricultural markets (based on international experience);

- analysis of the efficiency of public regulation and support measures in food and agricultural markets of EEU member states (based on the developed methodology);

- preparation of the suggestions for the efficiency improvement of public regulation and support measures in food and agricultural markets of EEU member states.

 

2015

1. Analysis of projected effects of a free trade agreement of the Eurasian Economic Union (EAEU) and the Arab Republic of Egypt. The study is designed as to provide the joint research group as to assess the feasibility of the said FTA taking into account the simulation of different FTA scenarios in terms of trade effects, the analysis of Egypt’s economy, the assessment of opportunities for expansion of trade with Egypt, analysis of Egypt’s commitments in the WTO and the RTA framework.

1. Analysis of best practices of implementation of antidumping measures in their price undertakings form, recommendations concerning the introduction of such best practices in the Customs Union (CU)

The research implies the analysis of the WTO rules and disciplines of anti-dumping measures’ implementation, the analysis of CU treaties that set the framework for anti-dumping, analysis of instances of implementation of price undertakings in other countries. The research is intended to provide the recommendations for improvements of the CU framework that set the rules concerning price undertakings, including a typical (draft) document that specifies an exporter’s/producer’s  price undertakings; concerning procedures for implementation anti-dumping measures in form of price undertakings; concerning methods of implementation of a typical (draft) document that specifies an exporter’s/producer’s  price undertakings.


2. Designing the methodology for analysis of causal link between dumped imports and the material injury (or a threat of material injury) to the domestic industry of the CU members that takes into account effects other relevant factors while analyzing the causal link.

The research results include:

- preparation of reference materials on analysis of causal link between dumped imports and the material injury in anti-dumping investigations

- reference materials on best practices  of analysis of causal link between dumped imports and the material injury (to the domestic industry in anti-dumping investigations

- recommendations concerning the methodology of analysis of causal link between dumped imports and the material injury in anti-dumping investigations.

3. Designing the methodology for quantitative analysis of imports and of domestic production as to determine the type and level of safeguard measures.

The research results include:

- analysis of the WTO rule and disciplines of the safeguard measures’ implementation; analysis of the relevant legislation in the European Union, United Stated of America, Canada, other selected member states, analysis of the CU rules and practices concerning the selection of type and level of safeguard measures as a part of the Investigation; comparative analysis of the said rules and practices.

- designing the methodology for determination determine the type and level of safeguard measures as a part of the Investigation.


2013

1. Analysis of the position of G20 countries on key issues of the negotiations of the Doha round of multilateral WTO negotiations

The main results in the framework of the project:

- a description of the array of official documents of the WTO, formed in the context of the Doha round of multilateral trade negotiations and other materials on issues relating to the Doha round that make up the empirical basis of the study in terms of this type of work;

- developing the characteristics of the materials that form the empirical basis of the study, major groups of questions which were included in issues of the Doha round on the basis of the documents that form the agenda of the Doha round;

- systemizing information about  characterizing active participation of G20 countries in the negotiation practices of the Doha round, constituting the empirical basis of the study in terms of this kind of work, as well as information identified by the results of the analysis of the materials that form the empirical basis of the study characterizing the positions of the G20 countries on the major groups.

2. Study of the effect of WTO on the development of aviation industry of Russia

Main results:

The aim of this research work was to study the influence of Russia's accession to the WTO on the development of Russian civil aviation and Aeroflot group (Aeroflot and its subsidiaries) and development of recommendations on the use of opportunities and minimizing the risks associated with membership of Russia in WTO to achieve long-term strategic goals of Aeroflot Group.

Was prepared using tools of economic and mathematical modeling to forecast the effect of Russia's accession to the WTO on the demand in the airline industry, the analysis of the impact of Russia's accession to the WTO on the product of the airlines, the results of the analysis of the impact of Russia's accession to the WTO on the chain of suppliers of the airline, the results of the analysis of functioning of  States in the context of WTO membership.

3. The practice of using with G20 states a perspective trade policy instruments and identifying  possible ways to reduce the risk of increased protectionism in the future

Main results:

- prepared characteristics of existing materials, presented official documents, including official statements, as well as analytical, statistical and other publications and other information resources of international organizations related to prospective trade policy instruments used (planed to use) in G20 countries;

- compiled characteristics of existing materials, presented official documents, including official statements, as well as analytical, statistical and other publications and information resources of regional trade agreements involving States of the G20, related to prospective trade policy instruments used (plan to use) G20 countries;

- analysis of existing materials, presented official documents, including official statements, as well as analytical, statistical, and other publications and information resources of G20 countries related to prospective trade policy instruments used (plan to use) G20 countries;

- prepared analysis of  information associated with the negotiating practice under the WTO and other international forums (G20, G8).

2012

1. The analysis of the implications for the economy of Kazakhstan from WTO accession using the tools of mathematical modeling

The aim of the work: analysis of consequences of accession of Kazakhstan to the WTO. The paper examines methodological approaches to the analysis of consequences of accession of Kazakhstan to the WTO using the models of General and partial equilibrium.

Main results:

The analysis of the possible consequences of Kazakhstan's accession to the WTO using a computable General equilibrium model GTAP, and by using partial equilibrium models, in particular GSIM and SMART (in the framework of the WITS).

The analysis of the possible consequences of Kazakhstan's accession to the WTO for the service sector based on the analysis of possible commitments in this area.

Proposals for the choice of commodity sectors for analysis using the partial equilibrium models.

2010

1. Analysis of the agreements of the country-members of the Customs Union on customs tariffs in the framework of accession to the WTO to harmonize their tariff commitments as well as agreements and acts of bodies of the Customs Union for compliance with WTO rules and obligations of the Russian Federation in the WTO.

Main results:

The analysis of customs tariffs and tariff commitments of the members of the CU in the framework of negotiations WTO  accession. Identified problematic positions from the point of view of negotiating for accession to WTO.

The analysis of trade data of the countries of the customs Union required for implementation of harmonization of tariff commitments and continue negotiations with the WTO in the areas of tariff commitments based on the experience of previous negotiations and the methodology of analysis of consequences of accession of the Russian Federation to the WTO.

The analysis of the legal base of the CU and the acts of the TS for compliance with norms and WTO rules, as well as the possible obligations of the Russian Federation in the framework of accession to the WTO. Recommendations for necessary changes in the legal base of the CU and the acts of bodies for compliance with the WTO rules and the possible obligations of the Russian Federation in the WTO.

 

2007

1. Analysis of economic consequences due to the conclusion of a new framework agreement of trade and economy between Russia and the EU according to the implementation of Russia’s obligation in WTO.

The implementation of this project required the analysis of statistical and other data on Russia and the EU mutual trade, including the development of the necessary techniques and methodological approaches, as well as the preparation, analysis and compilation of necessary data and it use during negotiations, the analysis of possible economic effects of concluding a new trade and economic agreement for trade and production. Consequently, recommendations were given in relation to the format and content of a new agreement selection, taking into account possible effects on trade and production in Russia.

2. Quantitative and qualitative analysis of trends and perspectives of Russia and the USA trade and economic cooperation.

The purpose of the study was to develop proposals to improve and increase the efficiency of Russian-American trade and economic cooperation based on comprehensive analysis of statistical and qualitative indicators of mutual trade and investment development. Realization of this goal was carried out through analysis of trade trends and structure between Russia and the USA, making forecast estimates and proposals for the diversification of the Russian export; making analysis of the current state and prospects of the process of services and technologies exchange between Russia and the United States; identification the existing problems and ways of their solution; making research the trends and prospects for investment cooperation. In conclusion, analytical materials have been prepared, which contained the results of the analysis and suggestions for improving the efficiency of Russian-American trade and economic cooperation.

3. Prospects and possible trends of Russia and the USA trade and economic relations development driven by bilateral agreements in trade and economic area, according to possible membership of the Russian Federation to the WTO

One of the aims of this work was to assess the impact of regulatory measures (including technical barriers, and veterinary and phytosanitary measures) on development of Russia and the United States trade, the prospects and development trends of such measures and their impact on Russian trade, according to possible membership in the WTO; formulation of recommendations for areas and tools to develop trade and economic cooperation with USA, rapprochement legislation in the application of internal control measures between Russia and the United States with a view to strengthen trade and political positions of the Russian Federation and meet potential obligations under the WTO. As to Russia and the USA turnover was conducted a thorough analysis based on the statistics for 10 years, were researched trends and prospects for investment cooperation, existing barriers in this area and ways of overcoming them, was made an analysis of the domestic regulatory measures. Analytical materials containing recommendations for the regulation of business activities between Russia and the United States were represented as a result of the study.

4. Amendments formulation to the Russian legislation, which are necessary to perform the obligations of Russia within the framework of WTO membership

The objective of this research project was to prepare the necessary justifications and documents, identification of changes in the Russian legislation, which would need to be undertaken to fulfil obligations under the WTO membership and is required to fulfil during transition periods after the accession of the Russian Federation to the WTO. Because of the work was represented the comparative analysis of the future obligations of the Russian Federation on the basis of the Report of the Working group on Russia's accession to the WTO, containing commitments on systemic issues; bilateral protocols signed by Russia with the countries of the WTO on market access of goods and services; the applicable Russian legislation. In conclusion, some proposals were prepared to bring Russian legislation in line with the commitments under transitional periods of Russia's accession to the WTO, as well as draft laws and other normative legal acts whose adoption is necessary to comply with the commitments under transitional periods.

5. Amendments formulation to the Russian legislation, necessary to implement commitments of Russia within the framework of WTO membership in the field of production and trade in agricultural products.

The purpose of this research was to identify changes in Russian legislation, which will need to be paid to fulfil obligations in the field of production and trade in agricultural products within the framework of WTO membership and is required to fulfil during transition periods after the accession of the Russian Federation to the WTO; preparation of the necessary studies and documents in the Russian legislation. In addition, as a part of the work was made the comparative analysis of the future obligations of the Russian Federation in the field of production and trade in agricultural products and the relevant Russian legislation for compliance with the future commitments of countries under the WTO; were developed proposals for amendments and additions to legislation to bring it into conformity with the WTO rules. As a result, proposals and amendments were prepared, including the necessary draft of laws and other normative-legal acts with the corresponding interpretive notes, of the economic and financial justification and other supporting documents for submission to the government of the Russian Federation.

6. Existing foreign investment activity restrictions in connection with investments in Russia

The objective of this research is to compile an exhaustive list of limitations in respect of the admission of foreign investment and exemptions from the national regime for foreign investors and their investments in accordance with the laws and other normative legal acts of the Russian Federation. The research project contains such points as the analysis of the legislation regulating foreign investments in the Russian Federation, identification and systematization of restrictions on foreign investment access to the Russian market, analysis of the measures in the field of national treatment application and the exceptions in the framework of the Russian legislation relating to foreign investors and their investments.

 

2006

1. The consequences for Russia of the creation of the customs Union in the CIS in the format of the Union state of Russia and Belarus, the Eurasian economic community or the EEA

The aim of this work is to study the specifics of trade and economic relations of the Russian Federation with the individual States of the CIS and groups of countries (integration associations) taking into consideration current and forecast statistical data.

The project analyzed the application of measures of tariff and non-tariff regulation of foreign trade and the impediments and restrictions in trade with the EurAsEC countries, the EEA and the Republic of Belarus, the list of sensitive products in the bilateral trade of Russia and the customs Union countries, and the excise taxes on basic goods to Russia and customs Union countries.

The studies developed possible scenarios of integration processes and the formation of customs unions, identified threats and risks for Russia, analyzed changes in the terms of trade of the Russian Federation with the CIS countries, consequences for Russia of the formation of the customs Union for each of the scenarios of economic evaluation of different scenarios for the establishment of the customs Union in the CIS.

In addition, the factors that have a negative impact on the development of trade-economic relations of Russia with the CIS countries in the short and medium term in the case of the formation of customs unions for each of the possible scenarios were identified, as well as methods for reducing the damage for the balanced development of foreign trade of Russia, proposals to minimize the negative effects, as well as the analysis of the consequences for Russia of the creation of the customs Union were developed. According to the results of research proposals to minimize the negative effects were developed.

2. Development of guidelines for the new edition of "analysis and assessment of competitive environment on the trade market (2nd stage)"

The purpose of the project was to develop methodical recommendations on the use of the new edition of "analysis and assessment of competitive environment on commodity market", which should ensure the application of basic regulatory requirements to analyze a commodity market. Guidelines contain explanations on the application of standards concluded in a new edition of "Order of the analysis and assessment of competitive environment on commodity market", including those based on the analysis of the recommendations and review the development of the amended Order, and also the analysis of foreign practices in the field of market research in the implementation of antitrust policy.

3. Development of draft guidelines for the preparation of the FAS findings related to issuing opinions on measures of customs protection

The purpose of the study – development of draft regulatory legal act of the FAS of Russia "The procedure for issuing conclusions on the effects of special protective measures, antidumping or countervailing measures on competition at the market of the Russian Federation". The study analyzed the legislation of the Russian Federation in the use of antidumping, special safeguard and countervailing measures in Russia and its practical application and practice of the Ministry of economic development and FAS of Russia in the field of application of these regulations. In addition the accounting practices of the competitive situation on the market in the application of antidumping, special safeguard and countervailing measures abroad and the norms and WTO rules in the field of application of these measures and accounting practices of the competitive situation on the market in their application were analyzed. The studies developed the basic approaches and criteria that should be used in the preparation of the conclusions of the FAS of Russia on the impact on competition of anti-dumping, special protective and compensatory measures, taking into account the practice of the Ministry of economic development of Russia, FAS Russia, the WTO rules and regulations and experience in the application of these measures abroad. A draft of regulatory legal act "Procedure for issuance of conclusions of the FAS of Russia on the impact on competition of anti-dumping, special protective and compensatory measures" and the necessary explanations and justifications were worked out.

4. Development of recommendations in relation to the use of tools of technical regulation measures in the framework of the trade policy of the Russian Federation to enhance the innovation processes in the economy

The project aims at improving use of measures and tools of technical regulations as trade policy instruments to protect Russian economic interests and to enhance innovation processes. In the framework of the project the analysis of theoretical positions and approaches to the use of technical regulation measures in the trade policy area and analysis of the mechanisms of the impact of technical regulation on the implementation of innovations, as well as recommendations for approaches to assessment of innovative processes in the economy and to identify qualitative and quantitative impact of measures of technical regulation were worked out. In addition, the proposals on key indicators and criteria that can be used to assess the impact of technical regulation measures, were analyzed practice of their application and developed a concept to protect the economic interests of Russian enterprises and the Russian Federation. The study provided recommendations in respect of developing and implementing of common approach to the use of measures of technical regulation for stimulating innovation processes taking into account the factors of international competitiveness.
